Do I need to qualify to use Sellary?

Sellary has no qualification requirement of its own. However, Facebook requires your Page to be at least 60 days old with 100+ followers to go live. Instagram requires a minimum follower count to unlock Live. These are Meta platform requirements, not Sellary's.
